Prior to Arrival ::

PRIOR TO ARRIVAL
As required, confirm
that your APIS files have been transmitted.
In addition, you must
also forward the following lists as soon as possible after embarkation
day:
1) Non-US passenger list
2) Added crew list
3) Separated crew list- if any crew intend to debark at Port of Key
West
4) List of any passengers (US or non-US) who boarded outside of the US
5) List of NSEER crew,
plus notice of any not carrying waivers
Please fax these lists
directly to Customs and Border Protection (CBP) at 305-292-3608. If it’s more convenient, email the
list here, to Caribe
Nautical, and we will forward to CBP. If you have additions
after the original is sent, send any updates as they occur.
*** If
these lists are not sent early enough, CBP may delay clearance of
the ship. ***

UPON ARRIVAL
1. The following
documentation is required to be presented to the senior CBP
Officer upon boarding:
Passengers:
- Copy – I-418 – Full
Passenger Manifest in alphabetical order with the number of US
Citizens, number of Alien Passengers, and certification of Master on
last page.
- Copy – I-418 – Full
Non-US Citizen Passenger Manifest in alphabetical order.
- Copy – I-418 – US
Citizen Passenger Manifest in alphabetical order if boarded outside
the USA.
- Copy – I-92 – Vessel
Report properly completed with arrival information and number of US
Citizen and Alien Passengers and Total.
Crew
- Copy – I-418 – Full
Crew Manifest in alphabetical order with the number of US Citizen,
number of Alien Crew, and certification of Master on last page.
- Copy – I-418 – Added
Crew in alphabetical order.
- Copy – I-418 –
Separated Crew in alphabetical order. I-408, in triplicate, must be
presented properly completed with departure information for each
crewmember requested for discharge in the US. Airline ticket or
verification of flight information must be provided.
NOTE Make sure
all I-418s are properly completed with arrival information in the
headings of the first page in each packet prepared.
2. All Alien
passengers must be presented to the Immigration officer with a
properly completed I-94 (white) when entering with a visa or an I-94W
(green) if entering under the VWPP (Visa Waiver Program). The I-94 and
I-94W must be completed prior to coming before an inspector with the
address in the US if remaining in the US 24 hours or more after
disembarking or with the phrase “In Transit to (Country)” in the
proper item box. The I-94W must be completed on the reverse with all
questions answered and certification signature. Canadian citizens must
be presented with passport or proof or citizenship together with
government issued photo ID, e.g., driver’s license. Permanent
Residents of the US must be presented with their Permanent Resident
Card (“Green Card”). Any US Citizen passengers boarded outside the US
must be presented with their passport or other proof of US citizenship
with government issued photo ID, e.g., driver’s license.
3. The following
are the procedures that are requested to expedite the inspection
process:
Designation of an area for the inspection process that is large enough
to accommodate the number of passengers requiring inspection or that
allows the passengers to enter only upon issue of the document(s) for
presentation to the immigration inspector and exit only after
completion of the inspection.
Provision of a table and
chair for each inspector and sufficient lighting for inspection of
documents
A crewmember to be
stationed at the entry point to the inspection desks to direct each
passenger or family group to the next available inspector
A crewmember to be
stationed at the exit point with a list of Non US passengers in
alphabetical order, verifying and annotating type of admission
classification as determined by the USINS Officer; ex: B-2, WT, ARC,
N/C, etc. This manifest must be submitted to the inspector after
passenger inspection has been completed.
4. All US
passengers must also pass inspection. A passport is the only document
required for
presentation. If a passenger does not have a passport, a US birth
certificate along with a government issued photo ID, such as a
driver’s license will suffice. A separate room away from the non-US
inspection is required. The set up should be the same as the above
with the following exception: if possible, please use the A-PASS
system to keep track of the passengers that have completed inspection.
Schedule both US and
non-US passengers for inspections first, followed by crew, added crew
and then separated crew.
Arriving
from Foreign – CBP, USDA
Please take the ship’s
agent and the Customs Inspector to an area separate from USINS to
process the clearance paperwork. Be prepared with the ship's
certificates, tonnage and user fee receipts.
USDA will also board
dockside upon arrival. Please have the provision master at the gangway
upon arrival with an extra 1300 form for the USDA inspector.

ALL US CUSTOMS FORMS
MUST CONFORM TO OFFICIAL CUSTOMS FORMS IN SIZE, WORDING ARRANGEMENT,
STYLE, TYPE SIZE, ETC. ANY FORMS WHICH ARE 2SIDED MUST HAVE BOTH SIDES
PRINTED.
CBP has updated the
following forms needed in the entrance/clearance package:

NOTE Please be
sure the forms you submit have the revision date of 02/02.
CBP asks that
the following announcement be made when the ship has been cleared:
”Please be aware that Key West is only a port of call, and you are
prohibited from taking any packages, boxes, or restricted items
ashore. Also, it is prohibited to take any fruit, vegetables or food
ashore with you. Landing any such items is a violation of United
States Law and may result in a fine.”
NOTE:
An I-418 must be given to the agent
before departure for any passenger or crew who has embarked or
disembarked in Key West.
